An NFL official said a big hit like Smith's - which caused Toomer's helmet to fly off - would be scrutinized as part of a review process and he may or may not be fined.
Smith, who snagged his fourth interception of the season in the third quarter, was not penalized on the play, which broke up a touchdown catch that would have put the Giants ahead 10-7. Afterward, several Bucs talked about how Smith's aggressive play provided an emotional boost.
