I think the best combination of arm talent, experience, athleticism, football smarts, and progression over four years of starting is clearly Justin Herbert right now.
Herbert is a guy with high upside. He has shown a clear progression this year from where he was at last year, and he would have probably been the top QB off the board had he come out in 2018, too.
I just feel like with everything we’ve seen in the sample size for all of these quarterbacks, Herbert has the package of arm, athleticism, work habits, intangibles, NFL readiness, and experience that NFL teams are going to covet, ultimately leading to his being picked no. 1 overall.
